A small p-value (typically ≤ 0.05) indicates strong evidence against the null hypothesis, so you reject the null hypothesis. Here in our case p value is 0.04 that means less than 0.05 , we reject the null hypothesis.

and when you construct the 95% confidence interval , it doesn’t include value 15.
