A perfectly inelastic demand is said to exist when change in quantity demanded is zero

it is vertical line on the demand curve

it means even there is a very high change in the price, the quantity demanded remains the same or constant

so when a person who is mentally ill,it means he will neither think of any price whether high or low, he just need the cigarettes and alcohol when he wants and he is ready to pay any amount for it
