HIO3 is the strongest acid.

Among the oxyacids of an element, the higher the oxidation state, the more acidic is the acid.

Thus

HIO4 > HIO3 > HIO2 > HIO .

Here only three are given among them HIO3 is strongest.

IO4- is the conjugate base of strong acid HIO4. so it is a base not acid.

Similarly I- is the conjugate base of acid HI.
