Punctuality is one the things that I am very strict about and want other people to be on time. So if after Jean the giving warning he doesn't improve then I think the talk I would with him have some harsh words like salary cut or even a forced resignation because of several warnings doesn't change him then I have to think about extremities.
So next step should of giving him suspension of few days and not giving any salary of that suspension.
