The concept of deserving and undeserving poor was introduced in 20th centurywhere the demarcation on basis of needs of poor and capabilities were made to justify the facilities and services provided to them. In 1905 this concept first emerged and explained that the individual that has extreme needs and are incapable to work or earn their living due to old age, illness or disability are the deserving poor category and the others who are under poverty group but have capability to earn their living are undeserving poor.

This system very well permeates the social welfare history and has promoted the differences in treatment between the groups on basis of their capabilities. For example, government suggested pension benefits to be higher and more deserving allowance to be provided to people than unemployment benefits as they consider unemployed under undeserving groups. THis concept had major influence on the social welfare of the nation.It was also seen that deserving poor has always been seen as rationalized to be the group of deserving white people and undeserving other minority and racial groups. This created a heavy discriminatory guidelines among the population.

The new concepts and policies are focused towards replacing the undeserving poor phrase by a better word and equalizing the allowances presented to reduce this discrimination.
