The procedural steps venipuncture suggests that the nurses avoid veins that are swollenor appear irritated.

Swollen vein means that the vein is reptured and has a chance for leaking blood. If a nurse attempt to collect blood from there the things dont go quite right.

Until it has time to heal the vein can’t be used for blood draws.
