The structure marked is the VENTRAL MOTOR ROOT (motor nerve arising from the anterior horn cell of the grey mater of spinal cord)

This is a pocture showing the cross section of spinal cord with vertebrae.

the inner grey mater contain anterior horn cell from which the motor ventral root is arising.

like that ,their is a dorsal sensory root also, it carry the sensory function of the spinal nerve. it fuses with the dorsal root ganglion present outside the spinal cord.in this picture you can see a dialatation above the ventral root that is the dorsal root ganglion.
