Option D is correct as glucagon decrease the glucose uptake from blodd to cell as it glucagon increases the blood glucose level

Hence option D is not true for glucagon action to increase in Glucose uptake, except this all options are true

Rest options are true for glucagon action as glucagon stimulates gluconeogenesis in liver, trigger breakdown of glycogen and  reduce hepatic glycogen synthesis.
