It is the exchange of health care data through electronic equipments within a health care facility, region or state. Even HIE can be nationally or internationally.

( Notes: Decentralised HIE facilitates the healthcare data exchange between various health care providers and users , when they need it. This system is connected with each other, but there is no master data base. While Centralised have a single data base as master one and the providers and the organization will have the complete control over it and they can download the data whenever they need it. Combined have the advantages of both)
