Return on investment can be easily calculated either by equating her cost (education)=benefit in monetary terms (manager post/new job). If she is able to cover the cost of her education in the short term its seems to be a better proposition. If it doesn't cover her cost she should look for other opportunities.

The other formal for return on investment is (Profit / Investment * 100).

The principal is the same if the return from the job is less then the cost invested in human capital one should look for opportunities outside.
