The major advantage of tradable pollution permit is that initial allocation of tradable permit to the firms doesn't affect the efficiency of the market.

Those with lower costs of reducing pollution will abate more pollution.

The firms which have a lower cost of reducing pollution will trade the surplus tradable permit with the firms which have a higher cost of reducing pollution.
