Government documents are considered authorative and reliable sources of information. Most of them are scholarly and some peer reviewed. But no all documents are scholarly or peer reviewed.
Government agencies produce wide range of publications , for different purposes. Some of them are intended to educate the general public while others are technical reports.
Why do you think peer-reviewed articles differ from goverment documents?
A peer reviewed scholarly journal by definition is scholarly because it provides quality research and/or information that represents a particular field of expertise or study, and peer reviewed because usually 3 people, considered expert in the field, have reviewed the articles. Why do you think these standards are necessary when researching a topic?
