1- The strenghts of using scenarios to inform policy debates that future is uncertain so scenarios helps to predict changes in future and provide ways to deal with future situation by making policy decisions. second, Creation of scenario helps government and other bodies to take proactive approach for future situations which can be catastrophic.third, scenarios helps in brainstorming government agencies like WHO to generate possible alternative outcomes and gives a sense of security and stability for future.

the weaknesses of using scenarios that there are many variables which could change anytime so scenarios will not be correct completely. second, use of scenario can be frustrating, stressful and deflate the organization to different path and goal.

2- Creation of different scenarios complicate efforts to deal with emerging issues such as global warming because scenarios involved uncertainty and many variables in environment which may or may not happen tommorrow. for example- Government may think that in future government will have more power and sources to regulate carbon emission done by private companies but in future, there could be chances that economic strenght of country depend on privatization so government may depend on private companies and companies would lead to high CO2 emission in presence of less strict government regulation.

3- Areas which pose serious and catastrophic threats to nation and where future is very uncertain then it is important to consider alternative scenarios because this way, government and other bodies will be able to evaluate the best alternative presented by scenrios and predict future.
