You are the CO for a competitive negotiated source selection. The RFP, which reflects the user's requirements and is based on the user's budget, has a requirement for 320 cargo loaders to be delivered at 64 per year over the next five years. One offeror proposes to deliver all 320 loaders in the first year at a dramatically reduced price. Can you accept the offeror's proposal? What factors should you consider in your decision?
The offeror's proposal cannot be accepted unless the technical and commercial specifications of the Request For Proposal (RFP) have been complied with by the offeror and the technical and commercial bid submitted by the offeror have been properly studied by the company and all clarifications have been sought from the offeror.
Below factors must be considered in the decison to select the offeror:
1. All techinical specifications of the cargo loaders have been met by the offeror.
2. The quality of material used in manufacturing of cargo loaders is as specified by the offeree.
3. Commerical and transportation terms as specified in the specifications have been met by the offeror.
4. Offeror's manufacturing facility has been visited by the offeree and there are no critical observations in the manufacturing or storage facility of the offeror.
