“A change control board is a group of people that includes important stakeholders such asthe project manager, sponsor, customers, key suppliers, and leaders of important project subteams” (Brown & Hyer, 2010, p. 321). The primary function of a change control board is to evaluate proposed changes compared to the established protocol. Most often this is compared or evaluated against time, cost, and performance which is better known as the triple constraint

Planned Value (PV), is a forecast of the amount of time to be spent on a project. The end of the PV is a representation of the “total project budget, which is known as Budget at Completion or BAC”
