Solution:

In Postnet, Each individual digit is represented by a set of five bars, two of which are full bars . The full bars represent "on" and small bar means "off". The first and last bar stands for Start and stop of the code. So while determining the decimal value, these 2 can be ignored. Now remaining codes need to be divided into group of 5 bars.

The following table shows the encoding for decimal digits. We need t use this table to understand the postcode:
