Near the surface of the earth the tectonics plates moves apart from each other due to the sea floor spreading at Mid oceanic Ridge. The convection current that rising from the center of the earth are diverging near the surface of the earth or below the lithosphere. The diverting convection cell exerted a force below the lithosphere that cause open of the oceanic Crust and basaltic magma released.

This is the case of divergent plate boundary where mid oceanic Ridges are form in oceanic lithosphere but Rift Valley are form in continental lithosphere.
