IMHO, Yes.

An EPM system should have the capability of capturing best practices and techniques.

Enabling best practices into the EPM system would lead to continuous improvement of project management processes. Following best practices often yield optimal and efficient results and reduces cycle times. An EPM system without this capability would be a time-consuming process for any task to evolve and follow the kind off 're-inventing the wheel' cycle. Documented best practices enables reusing learning experiences of the past, avoids mistakes, provides easy-to-use workflows etc.
