Question

If a total stranger walked up to you and said "give me a buck" how likely would it be that you gave him/her $1?  Yet, that is essentially what people do in the lottery.  The likelihood of winning is abysmal, and the person who does win is undoubtedly a stranger to you.  Yet, many of the same people who gladly shell out the bucks for a lotto ticket are loathe to give a buck to a total stranger. How about this idea: do away with the lottery and increase everybody's taxes by an equal amount... then have the state do a tax lottery that pays (say) 100 Minnesota tax lottery winners $1 million each.  Maybe people would be more willing to pay higher taxes?

Any thoughts on lotteries?
