  1. Not positive, but I think that
    V = 4 * 8.99e9N·m²/C² * 1e-19C / ((0.01m)²/2) = 7.20e-5 V

    2. Each particle has potential energy
    U = 8.99e9N·m²/C² * (1e-19C)² * (2cos45º + 1/2) / (0.01m)²)
    U = 1.72e-23 J
    which becomes KE:
    1.72e-23 J = ½mv² = ½ * 3e-9 kg * v²
    v = 1.07*e-7 m/s
