Employers who promise medical benefits to their retirees are required to list this unfunded liability on their balance sheet. Spending on health insurance premiums has risen rapidly over time, both as a percentage of business profits and of  total employee compensation. Hence large employers and governments are concerned about rising medical expenditures. According to recent data available from the Centers for Medicare and Medicaid Services (CMS), in 2012 "the average American spent $9,596 on healthcare", which is "high significantly from $7,700 in 2007." This rising cost of healthcare is a concern as it is an economic burden.
