We have the mass of elements for a hypothetical sample of 100 g:

m N = 11.64 g

m Cl = 88.36 g

The moles are calculated:

n N = g / MM = 11.64 / 14 = 0.83 mol

n Cl = 88.36 / 35.45 = 2.50 mol

They are divided by the smallest number:

N: 0.83 / 0.83 = 1

Cl: 2.5 / 0.83 = 3

The empirical formula is NCl3.
