4095 unique connections can be formed.

Port has 16 bits - out of which 4 are made constant - assume just as subnet - hence remaining bits that can change are 16-4 = 12 bits.

No. of hosts possible are 2^12 = 4096 = 4095 hosts.

-1 since they start from zero in numbers.
