I see the development plan be dictated by the needs of both the employee and the organization. Dictation of the specific skills and performance areas that need improvement will be dictated by the needs of the organization. The plan that is created is dictated by the needs of the employee. Having proper communication between the supervisor and the employee will allow for a development plan to be made that reflects on the skills that need to be developed by the employee to help enrich their work experience and accomplish organizational goals. It is necessary for both parties to be involved and making a development plan because the overall objective of the development plan is to encourage continuous learning, performance improvement, and personal growth.
