moment of inertia of the structure = mr^2/2 + mr^2

= 1.5mr^2

torque T= I*α

F.r = I.α

0.229 * r = 1.5mr^2 * 0.103

0.229 = 0.1545 * m*0.551^2

m = 4.88 kg
