Could you please explain why the answer is C. I dont understand how determing the direction of the force allows us to understand charge distribution.

Here, using Fleming's left hand rule, the force on the positive charges will be towards the edge "1-4" and the force on the electrons will be towards the edge "2-3". This force will move (displace) the free electrons in the entire conductor towards "2-3". This will produce excess number of negatively charged electrons in the region of "2-3". So the surface/edge "2-3" will be negatively charged. And since the free electrons have come from "1-4", there will be deficiency of electons at "1-4". So, "1-4" will be positively charged.
