Answer B- forms a dimer, binds to two distinct site and forms a DNA loop that blocks access of RNA polymerase to arabinose operon promoter.

The AraC gene functions as transcription activator in presence of arabinose. In the absence of arabinose however it halts the process of transcription as the cells do no require araBAD gene and AraC gene forms a dimer and act as a repressor. Out of this dimer, one monomer binds to the araBAD gene operator and another monomer binds to the aral1 gene which is also called as the ditant DNA half site. These dimers leads to the formation of a DNA loop. This DNA loop thus formed blocks the binding of RNA polymerase to the araBAD promoter which inturn haults the process of transcription. Therefore no transcription process takes place in the absence of arabinose.
