Balanced half cell equation for the reaction occurring at anode is

H2 -----> 2H+ + 2e-

Part 2-

Balanced half cell equation occurring at cathode is

O2 +4H+ + 4e- ----------> 2H2O

Part 3-

In above equation one mole H2 gives 2 moles of electron then 19 moles of H2 will give 38 moles of electron
