EXPLAINATION: Pareto Efficiency is an economic state, in which resources can't be reallocated to make one individual better off without making at least one individual worse off.

In practical conditions Pure Pareto efficiency exists only in theory but an economy can move toward Pareto efficiency, by bringing Exchange efficiency,Production efficiency and Allocative efficiency.

Hence distribution of resources in pure pareto efficient way to the members in developing country is not possible.
