As it is given that the progression of cell cycle is dependent on MPF and MPF production is dependent on association of cyclin and CDK complex, without their association, the progression of cell cycle would stop. The association of cyclin-CDK complex activates the CDK as a phosphorylation agent and cyclin directs it to act upon next target molecules for progression of cell cycle. So without association, there will be no phosphorylation (never increase). There will be no tumour as the progression of the cell cycle would be stopped.
