Total cost of eliminating two units of pollution-

Firm X= 80+100=180

Firm Y= 450+800=1250

Firm Z= 95+120=215

Both Firm X and Firm Z is willing to sell the permit So the price must be higher than $150 & $200.

Permit price= $182 is greater than $150 & smaller than $200 (the cost of eliminating third unit of pollution for firm X and Z.)

Total cost of elimination

Regulation= 180+1250+215=$1645
