So, according to question Z-score when X = 24milliseconds is , [( 21+27) \ 2]

Z = (X - \mu ) / \sigma

= (24 - 22) / 0.5

= 4.0

So , average loss per airbag if autoliv were able to enter the mean to 24 milliseconds is 4 * 0.5 * $100 = $200 .
