Primary succession occurs on land where there was no previous growth(not colonized), and there is no soil. Secondary succession happens on land where there has been growth before, and the substrate is made up of the soil .

In this queation, we are talking about desert. Desert is an area which has no previous growth. So in deserts primary succession happens.
