10)a) it affects denominator, and causes the f ratio to reduce.

Because when difference between sample mean increases the residual sum of squares increases, causing mean square of residual to increase which is denominator of f ratio causing it to reduce.

10)b) increasing sample group variances affects numerator and causes f to be bigger

Because it increases regression/treatment sum of squares which is sum of squared deviations from mean. It then causes to increase mean squared regression which is numerator of f ratio and it then causes f to increase.
