According to charles's law,

V1 / T1 = V2 / T2

V1 = initial volume = 21.2 L                                  V2 = final volume = ?

T1 = initial temperature = 5 oC = 273 + 5 = 278 K                     

T2 = final temperature = -20 oC = 273 - 20= 253K

The final volume, V2 = (V1 x T2) / (T1)

                                     = (21.2 * 253) / (278)

The final volume, V2 = 19.29 L

The new volume of the balloon is 19.3 L
