Public Good is both Non Rival in Consumption and Non Excludable because

Non Rival means if public good is consumed by one person this doesn't reduce the availability of this good for others.

Non Excludable means persons which don't pay for public good can't be excluded from its usage.

Both of these are the characteristics of a Public Good.
