1. During the transport there are many people involved, many context changes and many variables. So, one minor traffic collision can pause the flow of the traffic and can harm the movement of people and goods. But, if it is stationary then it is easier to protect the nuclear material.

2. Nuclear Materials are very harmful to all human beings, animals, daily objects and the environment. Thus, if during transportation if there is any accident, the small leakage of the material will harm the entire environment and the other objects associated with it. The criminals will take this negative advantage to harm the environment and thus makes the risk of theft more during transportation. But, storage facility is more safe than this transportation with less risk of harm.

3. During transportation, the main fear of the material is that it may be stolen away. To produce a nuclear material it takes imense hard work, investment and precautions with safety. The Nuclear Material thus becomes very costly and worthy. So, the criminals always tries to steal away this material and use it in different negative works or for selling these costly nuclear material to other. Thus, this can be stolen only during transportation and therefore transportation makes higher risk for theft.
