It is because females are born with all the eggs that will be released in their reproductive lifetime, which averages around 590,000 inactive eggs. The inactive reproductive cells are called oocytes, which undergo maturation only during beginning of menstruation and starts releasing ovum (egg). The formation of gametes (sperms) in males starts during the onset of puberty.
