HNO3 is an ionic compound on the other hand HC2H3O2 is a covalent compound and does not dissociate in aqueous solution, hence it will be weaker acid as compare to HNO3 which gets completely dissociate in aqueous solution.

hence, HC2H3O2 will have higher pH because it is weaker acid

hence option B is correct
