First, Hohmann transfer orbit is used to change the size of the orbit. This is done in a two-step burn. The first burn is to transfer the spacecraft to elliptical transfer orbit, we know that in an elliptical orbit, spacecraft slow down at apogee, so there we can use plane change maneuver.

Remember It’s always cheaper and recommended to change planes when the orbital velocity is slowest, which is at apogee for elliptical transfer orbits of Hohmann maneuver.
