The correct answer is culture because it is shared by all members of a given country. Each country has a distinct culture that may be more or less free or liberal or open minded. This contrast in culture can be understood if we compare the culture of a country like Iran or Saudi Arabia where people (particularly women) are not free in the true sense of the term. Whereas in a country like the United States of America every human being is free to do what they want to with their lives. This is due to a difference in culture. This difference is also a reason due to which people experience 'cultural shocks' when they visit a country with a totally distinct culture.

Regulations in wrong as it relates to the rules made by the government of country in order to control something. Standards is wrong as it refers to a quality that one expects from any given product or service. Laws is wrong as it is defined by the legislature of a country and it is codified and legally enforceable. Traditions is wrong as it refers to how the knowledge, customs of a people is passed on from generation to the other. Hence, culture is the right answer.
