(a). A magnetic dipole moment (in units of seconds) can be approximated as at least 5 RC time constants.

There is no relation between magnetic dipole moment and RC time constant of Resistance-capacitance series circuit. Magnetic dipole moment interacts with magnetic field , whereas RC time constant is related to charging or discharging the capacitor in series resistor-capacitor circuit using Electric potential difference.
