Under the law, some of the products commonly referred to as "personal care products" are cosmetics. These include, for example, skin moisturizers, perfumes, lipsticks, fingernail polishes, eye and facial makeup preparations, shampoos, permanent waves, hair colors, toothpastes, and deodorants.

Personal care services include assistance with activities of daily living, instrumental activities of daily living, access to the community, medication or other medical needs, and monitoring health status and physical condition.

Medicaid State Plans (Regular Medicaid), in most, but not all states, will pay for home care in the form of Personal Care Services (PCS) or Personal Attendant Services (PAS).

15.2% of the total annual US National Health Expenditure go to pay for such products
