Citizen-Candidate model is a decision making model of environment where Condorcet winners may not exist.

Model has three stages of activities:

1. Citizens decide on whether to stand for office and may incur a small cost if they do so

2. Citizen vote for the candidates who stand and the winner is elected by plirity role

3. Candidate who is elected implements her most preferred policy from a fixed set of alternatives

There are multiple equilibrium at voting stage due to plurality rule.

These multiple equilibrium at stage 2 generate multiple equilibrium to the game as a whole.
