Identifying the business process which delivers Value is a part of value chain and not just in time

Organizing the work arrangements around the business process is a part of pull system.

Pull system is a lean manufacturing strategy used to reduce any kind of waste in the production system.

Just in time is an example of pull system.

So the answer is option 2 i.e create a pull system that responds to customers orders.
