1. The effect of the colchicine would be that it lead to the condense chromosome and inhibit mitosis by inhibiting organization of microtubuoes.

2. Neurons lack the centriole which is necessary for the cell to undergo mitosis. Therefore, they are not able to perform mitosis and they show neuroplasticity.
