According to the bureau of labor statistics the person is called unemployed if he/she belongs to civilian non-institutionalized adult population and able and willing to work but are unable to obtain a work. According to BLS the person is part of civilian non-institutionalized adult population if the person is 16 years of age and not in active duty of armed force and/or not an inmate of any institution.

The only people who are classified as unemployed are those who are actively looking for job. There are many who give up search for the employment is not considered as unemployed so as those who never looked for job.
