Since Drills and Grinders have maximum number of movements between them ( 145), they should be placed adjacent to each other.

The next highest movement is between Material and Welding ( 125) so they should also be placed adjacent.

Movement from materials = 100x20+50x40+50x20= 5000

Movment from Welding = 25x20+50x20= 1500

Movemen from Drills = 20x40+45x20 = 1700

Movement from Lathes = 20x20+20x20 =800

Movement from Grinders = 50x20+100x20=3000

Movement from Benders =15 x20+25x20 =800

Total movement = sum of all values = 12800
