Let no. of pennies (coins) = x

No. of nickels (coins) = y

He has atleast 16 coins.

》 x + y  \geq 16

Also, 1 penny = 0.01 dollar

x no. of pennies = x × 0.01 dollar

1 nickel = 0.05 dollar

y no. of nickels = y × 0.05 dollar

》 x × 0.01 + y × 0.05  \leq 0.44

Here, x = 14.

From eqn 1, y  \geq 2

From eqn 2, y \leq 6

Combining, y = 2, 3,4,5,6
