He seems to be feeding his own discontent by prolonging his stay on a job in which he is underutilized and bored.

Yes you can do a few things:
1. He might not be aware of how to find a suitable position or proper contact. Show him the way if you know or get in touch with the right person.
2. He mightnot have that good contacts as you do, get him in touch with proper person (from the target organization or somewhere you think may be suitable) who can help him.
3. He might not be cler on his goals and hence mightnot have the fcorrect understanding of the job before he actually does that or his CV mighnot reflect his experience. Help him get to the right track.
